Section 74(1) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(1)Bills, shall be introduced on behalf of the Executive Committee by any Member of the Executive Committee and such Bill shall hereinafter be referred to as "Official Bills."Bills may also be introduced by other members of the District Council in their individual right and such Bills shall hereinafter be referred to as private member's Bills"
