Section 17(b) in The Cochin Harbour Craft Rules, 1947
(b)When either of the signals referred to in clause (ii) above is hoisted at the Port Flagstaff, all harbour craft plying in the outer road shall return to the inner harbour at once and shall not proceed again to the outer roads without the special permission of the Deputy Conservator of the Port until the signal is hauled down.
