(21)Rules of general application and general licence conditions rules framed in exercise of the powers conferred by Section 62 of the Act and all other powers enabling in that behalf shall apply mutatis mutandis to the winery licensee, except such conditions which are either specially provided or are not in any contradiction to the provisions of these rules.
