An appeal to the Council, preferred under Section 23 of the Act. against a refusal of the Registrar to register the name or any title or qualification of any person on the register of registered Practitioners, shall be in writing and shall state the grounds on which registration is claimed, the titles or qualifications, and the dates on which and the authorities from whom they were received.
