Section 16(1) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010
(1)On or before the date appointed under clause (a) of sub-rule (1) of rule 14, each candidate shall, either in person or by his proposer, deliver to the Returning Officer within the date, time and at the place specified in the order made under rule 14 the nomination paper duly completed, signed by the candidate and by a voter of the constituency as proposer.
