Section 7(2) in The Inland Vessels (Grant of Certificate of Competency to Masters and Serangs of Inland Vessels) (Orissa) Rules, 1984
(2)No candidate shall be examined in colours until and unless the candidate passes the sight tests notwithstanding the fact whether the candidate has or has not on any previous occasion passed the sight tests. A candidate who fails to pass the sight test shall be eligible to be re-examined at intervals of six months.
