Section 48(1) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010
(1)At every election where a poll is taken, the votes shall be counted by, or under the supervision and direction of the Returning Officer, and each contesting candidate, his election agent, and his counting agent, if any, shall have a right to be present at the time of counting.
