Section 8(2) in The Gujarat Water Users' Participatory Irrigation Management Act, 2007
(2)(a)All the questions at a meeting of the Association shall be decided by a majority of votes of the members present and voting on the question and when there is an equality of votes, the President shall have the second or casting vote;(b)The quorum of the meetings of the Association shall not be less than one-third of its members:Provided that the members of the Association falling under clause (2) of section 5 shall have the right to speak or otherwise take part in the proceedings of a meeting of the Association held under clause (a) of sub-section (1) of section 7 or under sub-section (1) but shall not be entitled to vote.
