(2)When a casual vacancy is caused by reason of death, resignation, removal or otherwise of a nominated member, the President within 7 days of his knowledge thereof, should report the incident to the Government and thereupon the Government shall take expeditious action to fill up the said vacancy or vacancies of the Council within three months from the date of receipt of the said report, provided the unexpired period of the term of the member in whose place the vacancy has occurred is not less than six months.
