Section 74(3)(b) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974

(b)If it is found that any Bill refers to matters falling outside the jurisdiction of the District Council the Administrator may direct that the Bill shall not be introduced in the District Council and the decision of the Administrator in this matter shall be final
