The Returning Officer shall in the notification referred to in rule 10 invite all electors concerned to obtain nomination papers from him on application to nominate qualified candidates and request all electors generally to participate in the impending elections. He shall at the same time appoint and notify dates, times and places relative to the elections as required by rule 26.
