31. Penalty for failure to surrender certificate of registration.
(1)if any person, whose name has been removed from the register under sub-section (2) of section 23, fails, without sufficient cause, forthwith to surrender his certificate of registration, he shall be punishable with fine which may extend to three thousand rupees.(2)No cognizance of an offence punishable under this section shall be taken except upon complaint made by an order of the Council.
