Section 13(1) in The Goa Oil Palm (Regulation of Production and Processing) Act, 1998
(1)No court shall take cognizance of an offence punishable under this Act, or any rule or order made thereunder except upon a complaint in writing made by the Commissioner or any authority or Officer authorized by him in this behalf.
