Section 139(2) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(2)At elections in every constituency where a poll is taken, votes shall be given be ballot in the manner hereinafter provided in these rules, and no votes shall be received by proxy.
