Section 13(4) in The Cochin Harbour Craft Rules, 1947
(4)Where the owner of a licensed harbour craft does not desire to carry the full complement of passengers, or is not prepared, or considers it impracticable to carry the prescribed life saving appliances, the Deputy Conservator of the Port may endorse the licence to the effect and the number of passengers is limited accordingly.
