Section 10(8)(b) in The Khadi And Village Industries Commission Employees (Classification, Control And Appeal) Regulations, 2003

(b)The employee may also take the assistance of a retired employee to present the case on his behalf, subject to such conditions as may be specified by the Commission from time to time by general or special order in this behalf.
