Section 40(1) in Sikkim Nationalised Transport Prevention of Ticketless Travel and Miscellaneous Provisions Act, 1981
(1)No employee shall carry or caused to be carried passengers in a transport vehicle intended for carrying or 'the goods in excess of the number declared by the State Government from time to time.
