Section 39(4)(a) in Karnataka Samskrita Vishwavidyalaya Act, 2009

(a)Any member of the Syndicate may propose to the Syndicate the draft Statutes or amendment to, or repeal of a Statutes and the Syndicate, may either accept or reject the draft if it relates to matter not falling within the purview of the Academic Council.
