Section 7(1) in The Inland Vessels (Grant of Certificate of Competency to Masters and Serangs of Inland Vessels) (Orissa) Rules, 1984
(1)A person desirous of appearing in sight and colour test, prior to his appearing for the certificate of competency examination, shall make application to the Examiner alongwith a fee of rupees five by crossed postal order.
