Section 10(3) in The Inland Vessels (Grant of Certificate of Competency to Masters and Serangs of Inland Vessels) (Orissa) Rules, 1984
(3)A candidate who fails in the examination shall be eligible to be reexamined after rendering additional service for three months as mate of a river steamer, fishing trawler or in a vessel of the Paradeep Port Trust, or as Master of a river flat.
