अध्यक्ष महोदया : मैं सदन के ध्यान में लाना चाहती हूं कि सदन के एक सम्मानित सदस्य, श्री के. चंद्रशेखर राव अनशन के कारण बहुत अस्वस्थ हो गए हैं। हम सब उनके स्वास्थ्य को लेकर चिन्तित हैं। मेरे ख्याल से पूरे सदन की यह कामना है कि वे शीघ्र स्वास्थ्य लाभ करें। इस संबंध में नेता प्रतिपक्ष कुछ कहना चाहते हैं। मैं उनसे अनुरोध करूंगी कि वे अपनी बात कहें।
श्री लाल कृष्ण आडवाणी (गांधीनगर): अध्यक्ष महोदया, मैं बहुत आभारी हूं कि आपने मुझे अपने इस विचार से सम्बद्ध करने का अवसर दिया। श्री के. चन्द्रशेखर राव, टी.आर.एस. के अध्यक्ष, इस सदन के सम्मानित सदस्य हैं। आज उनके अनशन का 10वां दिन है। हर सूचना से लगता है कि उनकी स्थिति काफी गम्भीर हो चुकी है। दूसरे सदन के मेरे सहयोगी, श्री वैंकय्या नायडू जी, उनसे कल शाम को ही मिले थे। तब उनकी जो स्थिति उन्होंने देखी, उसके कारण मन में बहुत चिन्ता हुई। मुझे खुशी है कि आपने पूरे सदन की ओर से अभी उस चिन्ता को व्यक्त किया है। मैं समझता हूं कि इस मामले में, दो दिन पहले, श्रीमती सुषमा स्वराज जी ने, उनके अनशन को रैफर करते हुए इस सदन में जो बात कही थी, तेलंगाना की मांग का पूरा समर्थन जिस प्रकार से सब जगह से हो रहा है, दोनों सदनों में भी हुआ है, मैं समझता हूं कि उसमें सरकार को भी हस्तक्षेप करना चाहिए। मैं आपके साथ जुड़कर उनसे अनुरोध करता हूं कि हमारे लिए तेलंगाना भी महत्वपूर्ण है, उनका जीवन भी महत्वपूर्ण है। इस कारण वे अपना अनशन समाप्त करें तो हमको राहत होगी।
मैं बहुत-बहुत आभारी हूं कि आपने मुझे बोलने का अवसर दिया।

अध्यक्ष महोदया : एक मिनट। मिनिस्टर साहब कुछ कहना चाह रहे हैं।
THE MINISTER OF URBAN DEVELOPMENT (SHRI S. JAIPAL REDDY): Madam, I am not speaking in my capacity as a Minister. I am speaking in my capacity as a Member of Parliament from Andhra Pradesh. Without expressing any view on the issue of Telangana, I believe that the question of breaking the fast of Shri Chandrasekhar Rao has assumed very keen urgency. I would like to request him, appeal to him through this forum to give up the fast so that the issue can be looked at by all concerned.
श्री शरद यादव (मधेपुरा):अध्यक्षा जी, मैंने आडवाणी जी ने और सदन के सभी माननीय सदस्यों ने जो बात कही है, तेलंगाना के बारे में हम लोगों की जो चिन्ता है, वे इस सदन के मैम्बर भी हैं, यहां भारत सरकार के मंत्री भी रहे हैं, उनके स्वास्थ्य का सवाल ही नहीं, बल्कि वहां विस्फोटक स्थिति है। मैं आपके माध्यम से सरकार से कहना चाहता हूं कि जो सवाल पूरी तरह से बिगड़ने वाले हैं, बुरी हालत होने वाली है, 10 दिन हो रहे हैं, समय पर यदि हम लोग पहले इसमें पहल किये होते, जब सुषमा जी ने यह सवाल उठाया था, यदि हम उसके पहले पहल किये होते तो चीजों के समाधान का रास्ता बेहतर हो सकता था।
उस पूरे इलाके की जो हालत है, एक तरह से ऐसी हालत है, जिसका मैं बयान नहीं कर सकता। वहां लोग आत्महत्या कर रहे हैं, लोग सुसाइड कर रहे हैं और वहां हालत विस्फोटक है। जब वह पूरी तरह से विस्फोट के द्वार पर है, तब हम इसके समाधान का रास्ता ढूंढ रहे हैं। यह देश के लिए और उस इलाके के लिए अच्छी बात नहीं है।
मैं आपके माध्यम से निवेदन करना चाहता हूं कि सरकार को तत्काल इस पर पहल करके, इस पर निगोशिएट करके रास्ता निकालना चाहिए और ऐसी स्थिति का आने वाले समय में समय रहते समाधान ठीक से करना चाहिए, यही हमारे पुराने इतिहास का सबक है।

SHRI GURUDAS DASGUPTA : Nearly 10 districts are in agitation. Schools and colleges are closed. Transport is disrupted. Normal life has been crippled. You know that the demand is for a separate State known as Telangana. I rise to support this demand for the formation of a separate State of Telangana.… (Interruptions) I support it.
The point is that there have been cases of suicide. Even a policeman has committed suicide last night. There is a serious sign of discontent in the law-enforcement machinery of the State.

SHRI SUDIP BANDYOPADHYAY (KOLKATA UTTAR): If you are supporting the demand for a separate State of Telengana, I would like to know whether you are in favour of a separate Gorkhaland State or not. … (Interruptions)

MADAM SPEAKER: Gurudas Dasguptaji, hon. Members are showing concern for the health of Shri Chandrasekhar Rao and during this we just confine ourselves to his health. Let us talk about his speedy recovery and how we should help that.
SHRI GURUDAS DASGUPTA : Madam, day-before-yesterday, there was an all party meeting in Andhra Pradesh on this subject. Most of the political parties attended, but the Government did not come clean. I am suggesting that the Prime Minister takes immediate initiative for calling an all party meeting at the national level to find out a solution. I believe that the hunger strike of a hon. Member of this House is only a reflection of the seething discontent among a section of the people of Andhra Pradesh.
श्री मुलायम सिंह यादव (मैनपुरी):अध्यक्ष महोदया, माननीय नेता प्रतिपक्ष ने एक गंभीर सवाल उठाया है और अन्य नेताओं ने भी उस बात का समर्थन किया है। आंध्र प्रदेश का तेलंगाना के अलग राज्य के रूप में विभाजन हो या न हो, वह अलग बात है। सवाल केवल यह है कि चंद्रशेखर राव जी की जान को खतरा है। इसलिए उनकी जान को खतरे से बचाने के लिए सरकार तत्काल हस्तक्षेप करे। वह और जर्जर हो जाएं और सरकार हस्तक्षेप न करे, ऐसा नहीं होना चाहिए। बातचीत के द्वारा भी चंद्रशेखर राव जी अपना अनशन तोड़ सकते थे, जो मेरी खबर है। लेकिन सरकार की तरफ से कोई पहल ही नहीं की जा रही है। उनकी हालत वास्तव में गंभीर है। उनकी गंभीर हालत को देखते हुए उनसे सरकार बातचीत करे और उनकी बात सुनकर या किसी तरह उन्हें संतुष्ट करके, हस्तक्षेप करके उनकी जान को बचाने का प्रयास करे। यह हमारा सरकार से अनुरोध है।
श्री अनंत गंगाराम गीते (रायगढ़): अध्यक्ष महोदया, माननीय सदस्य चंद्रशेखर राव तेलंगाना मामले पर अनशन पर हैं और उनकी प्राकृतिक स्थिति दिन-ब-दिन बिगड़ती जा रही है। उनकी जान को खतरा है, इसलिए आपने भी इस आसन से चिंता जतायी। विपक्ष के नेता ने भी उस पर अपनी सहमति दिखायी। इस सदन का हर नेता निश्चित रूप से इस संदर्भ में अपनी सहमति ही जतायेगा। मैं आपके माध्यम से यही चाहता हूं कि प्रधानमंत्री इस मामले में तुरन्त हस्तक्षेप करें। तेलंगाना ईश्यू पर निश्चित रूप से बहस हो सकती है, लेकिन इस सदन के एक सदस्य अनशन पर बैठे हैं, आज दस दिन हो चुके हैं और उनकी हालत दिन-ब-दिन बिगड़ती जा रही है, तो सरकार का यह कर्तव्य बनता है और सरकार का प्रमुख होने के नाते प्रधानमंत्री तुरन्त हस्तक्षेप करें और उनको अनशन से मुक्त कराने के लिए प्रयास करें। सदन के माध्यम से हम उनसे भी यही प्रार्थना करेंगे कि वह अनशन से मुक्त हों। पहले हमें उनको बचाने की आवश्यकता है।
SHRI T.R. BAALU (SRIPERUMBUDUR): Madam Speaker, I wholeheartedly support and associate myself with the sentiments expressed by other hon. Members. Shri Chandrasekhar Rao was my colleague during the first tenure of the UPA Government. Even at that time, he was always demanding a separate State of Telengana. We can discuss that issue separately. At the same time, his health is more important now. So I request the hon. Speaker and the Government of India to interfere in the matter to see that he ends his hunger strike immediately so that his life can be saved and law and order can be maintained in the State of Andhra Pradesh.
श्री नामा नागेश्वर राव (खम्माम): मैडम स्पीकर, चंद्रशेखर राव जी की हेल्थ पिछले दस दिनों में बहुत डाउन हुयी है। हमें उनकी हेल्थ के बारे में चिंता व्यक्त करते हुए तुरन्त उसके लिए एक रास्ता निकालना चाहिए। बहुत ज्यादा एजिटेशंस की वजह से बहुत ज्यादा प्रापर्टीज डैमेजेज हो रही हैं, उसके लिए भी गवर्नमेंट को प्रोटेक्ट करना चाहिए।
Mainly the children are suffering because all the universities, colleges, etc. क्लोज़ किए गए हैं। उसकी वजह से बच्चों पर काफी अफैक्ट हो रहा है। मैं कहना चाहता हूं कि लॉ एंड आर्डर को कंट्रोल करते हुए इस सिचुएशन से बाहर निकलने के लिए सरकार को कुछ रास्ता निकालना चाहिए।
DR. RAM CHANDRA DOME (BOLPUR): Thank you, Madam Speaker. From our Party, I also express serious concern about the deteriorating health of our esteemed colleague, Shri Chandrasekhar Rao. The situation is really volatile. Though our Party position is different from others, it is not the time to discuss and express our position. We are highly concerned about the deteriorating health of our esteemed colleague.
Madam, in this august House, I would appeal to Mr. Rao to break his fast and would simultaneously ask the Government to take up this matter immediately so that at the table of negotiations this matter can be settled. Otherwise, the law and order situation in that region has come down and a serious volatile situation has cropped up.
Madam, I would again urge upon the Government in this august House and would appeal to the esteemed colleague to break his fast and come to the table of discussions. The Government should take up this issue seriously and call an all-Party meeting to discussion this issue.
डॉ. रघुवंश प्रसाद सिंह (वैशाली): अध्यक्ष महोदया, आपने सही चिन्ता व्यक्त की है कि इस सदन के माननीय सदस्य श्री चंद्रशेखर राव दस दिनों से भूख हड़ताल पर हैं और उनकी हालत चिन्ताजनक है। उनकी मांग है कि तेलंगाना राज्य बना दिया जाए। हमारी पार्टी ने पहले ही तेलंगाना राज्य बनाने का समर्थन कर दिया है। कॉमन मिनिमम प्रोग्राम और कांग्रेस पार्टी के लोगों ने भी आश्वस्त किया था कि तेलंगाना राज्य बनाने के लिए कन्सैन्सस जारी करेंगे, कन्सैन्सस का प्रयत्न करेंगे। हमें लगता है कि बीजेपी के लोग पहले चुप थे, लेकिन अब समर्थन दे रहे हैं।...( व्यवधान)
श्रीमती सुषमा स्वराज (विदिशा): हम चुप कहां थे, हम 1996 से समर्थन दे रहे हैं।...( व्यवधान)
डॉ. रघुवंश प्रसाद सिंह : मुझे पूरी जानकारी है कि आप क्या कर रहे हैं।...( व्यवधान) टीडीपी के लोग भी खिलाफ थे, लेकिन अब वे दबी ज़ुबान से समर्थन कर रहे हैं। इसलिए इसमें क्या हर्ज है कि उन्हें समझा-बुझाकर कि तेलंगाना राज्य बना दिया जाएगा, बना दिया जाए। तीन राज्य बने हैं, चौथा राज्य भी बन जाए, इसमें क्या हर्ज है। इसमें कुछ कठिनाई जरूर है कि हैदराबाद कहां जाएगा आदि। नेताओं और माननीय सदस्यों ने सही कहा है कि प्रधान मंत्री जी इसमें हस्तक्षेप करें, नेता श्रीमती सोनिया गांधी जी हस्तक्षेप करें। नेता देखें कि उनकी जान न जाए। वहां आंदोलन ज्यादा तेज हो रहा है। इसलिए तेलंगाना राज्य तुंत बन जाए और उनका अनशन समाप्त करवाया जाए।
श्री जयंत चौधरी (मथुरा):अध्यक्ष महोदया, आपने सदन की ओर से बहुत ही गंभीर मसले पर जो संदेश पढ़ा है, मैं अपने आपको उससे सम्बद्ध करना चाहूंगा। यह विचित्र स्थिति है कि हमारी राष्ट्रीय सरकार आतंकवादी संगठनों से बातचीत करने को तैयार है, लेकिन संसद के एक सदस्य जब गंभीर, महत्वपूर्ण और भावनात्मक मुद्दे को लेकर अनशन पर बैठे हैं, उसे सरकार को जिस गंभीरता से लेना चाहिए और जो हस्तक्षेप उच्चतम स्तर से, प्रधान मंत्री जी की ओर से होना चाहिए, शायद अब तक नहीं हो पाया है। हमारी पार्टी के नेता और पिताजी चौधरी अजीत सिंह जी वहां कुछ दिन पूर्व गए।
उन्होंने चन्द्रशेखर राव जी से मुलाकात की तथा अपनी ओर से प्रयास किया कि वे अनशन को छोड़ें और आगे उस लड़ाई को एक और दिन लड़ने के लिए तैयार रहें। आपका एक संदेश, आपने कहा है कि हम सिर्फ आदरणीय मैम्बर के स्वास्थ्य के विषय में कह सकते हैं, तो मैं उसका पूरा सम्मान करते हुए एक बात कहूंगा, क्योंकि विदर्भ, हरित प्रदेश, पूर्वांचल, बुन्देलखंड आदि देश के कई कोनों में यह सवाल उठ रहा है। ...( व्यवधान)

श्री जयंत चौधरी : मैं सिर्फ यह कहना चाहता हूं कि उस प्रणाली में पारदर्शिता की आवश्यकता है। राज्य पुनर्गठन के दूसरे आयोग की स्थापना हो चुकी है। सरकार उस विषय पर सोचें, अमल करे और सही दिशा में महत्वपूर्ण कदम उठाने को तैयार रहे।
श्री दारा सिंह चौहान (घोसी): अध्यक्ष महोदया, आपने पहले ही सदन की तरफ से संवदेना व्यक्त कर दी है। मैं अपनी पार्टी की तरफ से इस पर कुछ कहना चाहता हूं। कल जब मैं ब्रैकिंग न्यूज में उन्हें देख रहा था, तो अचानक मुझे ऐसा लगा कि कुछ हो गया है। चन्द्रशेखर राव जी ने लोकतंत्र का जो सबसे बढ़िया अधिकार हो सकता है, उन्होंने उस भूख हड़ताल के माध्यम से अपनी बात को रखा है। यह राज्य के बंटवारे का सवाल है, इसलिए मैं उसमें नहीं जाना चाहता। यह पूरा केन्द्र सरकार का सवाल है। लेकिन मैं इसमें देख रहा हूं कि लोगों की सिमपैथी कम, राजनीति ज्यादा हो रही है। इसमें कोई राजनीति नहीं होनी चाहिए। मैं समझता हूं कि संसद और केन्द्र सरकार को इसे गंभीरता से लेना चाहिए, क्योंकि सबसे पहले जान है फिर जहान है। मैं इतना ही कहना चाहता हूं कि सबसे पहले उनकी जान को बचाने का प्रयास करना चाहिए।
*DR. RATTAN SINGH AJNALA (KHADOOR SAHIB): Madam Speaker, on behalf of my Party, I express my concern on the deteriorating health of Shri K. Chandrasekhara Rao. We urge upon the Government to solve this problem. We send our good wishes to Shri Rao and pray for his speedy recovery.

MADAM SPEAKER: Please confine yourself to this.
SHRI ASADUDDIN OWAISI : I am of the opinion that this is a very very sensitive issue and I associate with your concern towards the hon. Member. All efforts should be made to save his life. I, on behalf of my party, through you, would like to request him that he should withdraw his fast, and we are concerned about his health. Thank you.
DR. MIRZA MEHBOOB BEG (ANANTNAG): I on behalf of my party and on my own behalf – because he being my colleague – would like to say that am deeply anguished and concerned about his health. But I only want to make one point. If this tactic becomes so powerful that the Government of India will yield under such tactics then I think it can be dangerous for the country. Thank you.
DR. TARUN MANDAL (JAYNAGAR): Madam I express my deep concern about the health of our esteemed colleague Shri Chandrasekhar Rao, particularly being a medical doctor. I think the issue he has already raised is very serious for our nation. Particularly we had examples in different States like secession of Jharkhand. In West Bengal also there is a movement going on for Gorkhaland etc. MADAM SPEAKER: Please confine yourself to this.
DR. TARUN MANDAL : I want to express that our national leaders, particularly the hon. Members of this House, should deeply think over this important issue and consider that secessions and such types of demands are no solutions to the problems of the people they are representing. It should be seen in that perspective and light.
SHRI SUDIP BANDYOPADHYAY (KOLKATA UTTAR): Madam, hunger strike sometimes causes death. During the freedom struggle, Jatin Das went for a hunger strike along with Shaheed Bhagat Singh for long 64 days and he expired inside the jail. Mamata Banerjee went for a hunger strike against Nandigram police firing for long 26 days on Singur issue. Now again on this Telangana movement, Shri Chandrasekhar Rao is going on a hunger strike. Any hunger strike can cause even death of a political leader. Our leader Mamata Banerjee also was facing it; the Prime Minister intervened.
Shri Rajnath Singh ji went to meet Kumari Mamata Banerjee on the spot; and the Governor, Shri Gopala Krishna Gandhi went to meet her on the spot.
Similarly, we express our anxiety, and Shri Chandrashekar Rao should withdraw his hunger strike. We are all concerned that this hunger strike should not create more chaos in this country.
SHRI B. MAHTAB (CUTTACK): Madam, the whole country is anxious about the health of the great leader of Telangana who is sinking day-by-day. I would appeal to him and to all his followers that this is not the time to indulge in this type of activity. Rather, better sense should prevail not only in Telangana but also in this country.
The assurances that were given should be adhered to, and accordingly, all respected leaders of our country should make an appeal and approach him to withdraw his dharna/anshan as quickly as possible so that he will be with us and also serve this country to a great extent.

THE MINISTER OF STATE IN THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI V. NARAYANASAMY): Madam Speaker, the hon. Leader of the Opposition has raised an issue on the health of our hon. Member, Shri K. Chandrasekhar Rao. We also associate with the views expressed by the hon. Members on this. We appeal to Shri Chandrasekhar Rao to break his fast because the issue of Telangana is a very sensitive issue where the Government is also applying its mind. Therefore, on behalf of the Government also, we appeal to him to end his fast.
