1. The hearing has been conducted through Video Conferencing.
2. The medical report of applicant reveals surgery is required and at present it cannot be done in view of ongoing COVID-19 pandemic, restrictions on inmates movements to prevent spread of infection in jail, restriction on elective surgeries at DDU and LNJP hospitals as both the hospitals are declared dedicated and partially dedicated COVID-19 hospitals.
3. Let the Jail Superintendent take steps to send the applicant to some other Government hospital which is not a dedicated COVID-19 hospital and may seek medical advice qua the surgery of applicant. I am not inclined to grant bail at this stage looking at his involvement in 8 other matters and also his conduct in jail being not satisfactory. However the Jail Superintendent as per above directions should make arrangements to take the applicant to hospital for further treatment and shall file a report again on or before the Signature Not Verified Digitally Signed By:KAPIL SHARMA Signing Date:22.10.2020 16:33 next date of hearing and the same be placed on record as well.
