Section 4(c) in Punjab School Education Board (Payment of Gratuity) Regulations, 1989
(c)'Pay' includes special pay, personal pay, dearness pay and other emoluments that may be classified as such by the Board which the employee was receiving immediately before his retirement or death as the case may be, subject to a maximum of Rs. 4,000/-.
