Section 140(4) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(4)No person shall vote at any election in the same constituency more than once notwithstanding that his name may have been included in the electoral roll for that constituency shall be void.
