Section 13(1)(b) in The Delhi Narcotic Drugs Rules, 1985

(b)The licensing authority shall not authorise and dealer requiring manufactured drugs for manufacture of medicinal preparation containing manufactured drugs, to possess any manufactured drug, not recommended by the Drugs Controller/Assistant Drugs Controller, Delhi Administration.
