(r)"Undertaking" means the functions of the Board and a block or blocks of properties, interest, rights and liabilities to the extent and in the manner specified as a part of the undertakings and such other properties, interest, rights and liabilities, personnel and proceeding as specified in this Scheme relevant to the functions;
