12. Power of State Government to supersede the Association and the Committee. -
If, in the opinion of the State Government, the Association or the Committee fails to discharge its functions properly, it may, after giving the Association or the Committee, as the case may be, an opportunity to show cause against the action proposed to be taken, by an order in writing, supersede the Association or the Committee for such period as may be specified in the order and appoint such authority as it may think fit to exercise the rights and the powers and discharge the obligations and the duties of the Association or the Committee, as the case may be.
