Section 80(2) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010
(2)When any notified agricultural produce is sold by tender system or public auction, it shall be sold to the highest bidder; but the seller may refuse to sell his produce to the highest bidder or may accept a lower bid or postpone the sale of his produce to a later hour or date:Provided that, the seller exercises such option and communicates the same to the trader concerned before the expiry of the time which the Marketing Board may fix for auction sales or tender sales on the yard.
