Section 8(2)(a) in The Gujarat Water Users' Participatory Irrigation Management Act, 2007

(a)All the questions at a meeting of the Association shall be decided by a majority of votes of the members present and voting on the question and when there is an equality of votes, the President shall have the second or casting vote;
