Section 99(b) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(b)it shall not contain arguments, inferences, ironical expression, defamatory statements, nor shall in refer to the conduct or character of persons except in their official or public capacity.
