Section 64(5) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010
(5)The ingress and egress in the market shall be permitted to such persons and at such time as may be specified by the Marketing Board:Provided that no person licensed or registered under the Act shall be prevented from entering the market during any time, when it is open to public.
