Section 1(1)(b) in The Orissa High Court (Appointment of Staff) Rules, 1963

(b)Where these rules adversely affect any person who was a member of the service before date of coming into force thereof, he shall be governed by the rules and orders, if any, which are applicable to him immediately prior to such date.
