(2)who, with intent to evade payment of toll fraudulently or forcibly uses any Government ferry without paying the toll; orwho obstructs any toll collector, lessee of a Government ferry or any of his clerks, while he is discharging his duties under this Actshall be liable to a fine which may extend to fifty rupees;
