Section 3(2) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(2)Subject to the provisions of sub-rule (1) if any question arises as to then interpretation of these Rules it shall be referred for the decision of the Administrator and the decision of the Administrator shall be final.
