(2)On receipt of such application, the licensing authority shall make such inquiries and/or demand the submission of such documents/ recommendations as deemed necessary, and if he is satisfied that there is no abjection to grant a licence applied for, he may grant the applicant a licence an payment of the fees prescribed in these rules for the grant of such licence.
