(4)Notwithstanding anything contained in sub-sections (1), (2) and (3),-(a)the Committee to be first constituted shall consist only of such and so many members as may be nominated by the State Government;(b)the members of the Committee as first constituted shall hold office for a term of four years from the date of nomination by the State Government;(c)any casual vacancy in the seat of a member of the Committee as first constituted shall be filled by fresh nomination by the State Government of a member who shall hold office for the remainder of the term of office of the member in whose place he is nominated.
