Seventeenth Loksabha > Title: Need kidney patients to include in the category of disabled persons in India so that they can avail the benefits equal to the disabled persons.
SHRI BENNY BEHANAN (CHALAKUDY): Sir, the kidney patients who are undergoing haemodialysis are facing a number of problems. In our country, lack of individual health insurance, lack of sufficient dialysis units and financial insufficiency of the patients constrain their access to dialysis to twice a week. But in western countries, a patient with kidney failure is undergoing haemodialysis thrice a week. The average monthly expense of a kidney patient is estimated to be Rs. 35,000. The expense will be higher for a patient with other diseases along with kidney disease. A kidney patient is not able to do any work which puts a strain on the person. He needs assistance for going to the hospital, just as a differently abled person.
So, my submission is that standardization of dialysis procedure, standard pricing for medicines and rehabilitation of kidney patients should be there. Land/homeless kidney patients may be provided with homes. Kidney patients may be provided with journey facilities. At present, no insurance protection is provided in India to kidney patients.
My final submission is to include the patients with kidney failure in the category of disabled persons, so that they may be allowed all the benefits which are granted to disabled persons including pension.
