Section 8(1)(v) in The Inland Vessels (Grant of Certificate of Competency to Masters and Serangs of Inland Vessels) (Orissa) Rules, 1984

(v)has rendered not less than four years of service at sea or on inland waters, the last year of which must be as helmsman on an inland mechanically propelled vessel.
