9. Powers of the Commissioner of Railway Safety
.-Nothing in these rules shall, except to the extent provided in sub-rule (6) of rule 2, be deemed to limit or otherwise affect the exercise of any of the powers conferred on Commissioner of Railway Safety by sections 7 and 8 of the Act of 1989.
