Section 4(1)(d) in The Orissa Cement (Quality Control) Order, 1987

(d)search, seize and remove the stock of cement and the vehicles, vessels or other conveyances used in carrying such cement, and thereafter take or authorise to take all measures necessary for security, the production of the stock of cement and the vehicles, vessels or other conveyances so-seized in a Court and for their safe custody.
