Section 96(1) in The Goa Agricultural Produce Marketing (Development and Regulation) Rules, 2010
(1)An appeal preferred against an order passed under sections 51, 54 and 55 accompanied with a fee of rupees fifty only paid by challan in the Government Treasury, shall be presented to the State Marketing Officer who shall act as the Appellate Authority, in the form of a memorandum couched in respectful decorous and temperate language setting forth precisely and concisely the grounds of appeal. An authenticated copy of impugned order shall invariably be annexed to the Memorandum of appeal.
