Section 7(11) in The Orissa Ayurvedic Medicine Rules, 1960
(11)Every elector desirous of voting shall send his voting paper to the Returning Officer the time fixed for the receipt of voting papers. The Returning Officer shall keep the same collected in sealed boxes. Any voting paper which is not received by the Returning Officer before the time so fixed shall be rejected.
