Section 22(1)(iv) in The Haryana Maintenance of Parents and Senior Citizen Rules, 2009

(iv)illiterate and/or very infirm senior citizen may also be admitted without any formal application if the District Magistrate or other competent authority designated by him for the purpose is satisfied that the senior citizen is not in a position to make a formal application by is baldy in need of shelter.
