(1)The authorities of the University specified in clauses (2), (5) and (6) of section 20 may make Regulations consistent with this Act and the Statutes, for all or any of the following matters, namely :(a)laying down the procedure lo be observed at their meetings and the conduct of their business;(b)providing for the matter which by this Act or the Statutes have to be provided by regulations; and(c)providing for all matters solely concerning such authorities or lor matters for which provisions arc, in the opinion of such authorities necessary for the exercise of their powers and performance of their duties under this Act or the Statutes.
