Section 9(c) in The Himachal Pradesh Village Common Lands Vesting and Utilisation Scheme, 1975
(c)the allottee shall become full owner of the land allotted to him when all payments due in respect of such land have been made either in lump sum or on payment or first instalment of such dues, as the case may be;
