Section 42(1) in The Delhi Narcotic Drugs Rules, 1985
(1)Any authority empowered to grant any authorisation or a licence, permit or pass under any of these rules, may, in his discretion, either grant such authorisation, licence, permit or pass, as the case may be, applied for or by an order, in writing, refuse to grant such authorisation, licence, permit or pass.
