Section 40(1) in The Delhi Narcotic Drugs Rules, 1985
(1)Notwithstanding anything contained in Rule 4, Opium may be purchased by the Excise Commissioner or any other authority specially authorised by the Administration in this behalf, from the Government Opium Factory, Ghazipur for use by the addicts registered with the Delhi Administration.
