Section 21(1) in The Goa Maintenance and Welfare of Parents and Senior Citizens Rules, 2009
(1)The Government may, by order, establish a State Council of senior citizens to advise the Government on effective implementation of the provision of the Act and these rules and to perform such other functions in relation to senior citizens as the Government may specify.
