श्री सुधीर गुप्ता (मंदसौर):माननीय अध्यक्ष महोदय, मेरे संसदीय क्षेत्र मंदसौर में रेल सुविधाओं के विस्तार हेतु रेल मंत्रालय का ध्यान आष्कृट कराना चाहता है, इस पर उन्होंने विकास हेतु ध्यान दिया है उसके लिए मैं धन्यवाद देना चाहता हूं।

श्री सुधीर गुप्ता: मैं आपके माध्यम से रेल मंत्री जी से आग्रह करूंगा कि रेल के विस्तारीकरण की घोषणा नीमच से चितौड़गढ़ के लिए हुआ है उसे शीघ्र प्रारंभ कराएं। रतलाम से नीमच का सर्वे पूर्ण होने पर उक्त मार्ग को रतलाम-चितौड़गढ़ का दोहरीकरण हेतु आदेश दिया जाए।

Members left the House.) श्री सुधीर गुप्ता: इसके साथ ही विद्युतीकरण का कार्य शीघ्रता से प्रारंभ किया जाए। मेरे संसदीय क्षेत्र में बचे हुए अंडरब्रिज-ओवर ब्रिज को शीघ्रता से पूरा किया जाए। इस क्षेत्र में पर्यटन की अपार संभावनाएं मौजूद हैं। इस हेतु रेल ट्रैक सेमी हाई-स्पीड हेतु मानक पूरा किया हुआ है। मैं माननीय मंत्री जी से आग्रह करता हूं कि इस क्षेत्र में सेमी-हाई-स्पीड ट्रेनों की घोषणा की जाए। इसके साथ ही इस ट्रैक पर उदयपुर से उज्जैन भावी टूरिस्ट सर्किट पर ट्रेनों की सुविधा उपलब्ध कराई जाए। मेरे संसदीय क्षेत्र में शामगढ़ गरोठ, सुवासरा, भेसोदामंदी, जावरा, मंदसारे पपलामंडी, दलोदा, मल्हारगढ़ नीमच व रोड स्टेशनों को नई सुविधाओं से युक्त किया जाए। माननीय अध्यक्ष महोदया, कुछ स्टेशनों को मानक स्टेशन घोिषत करें। दोनों ट्रैक पर, वेस्टर्न रेलवे व वेस्टर्न सेंट्रल रेलवे पर मेरे द्वारा समय-समय पर दी गई, ट्रेनों की सुविधाएं बढ़ाई जाएं। धन्यवदा।
SHRI M. VENKAIAH NAIDU: Madam Speaker, you are aware, as per the practice and rules of the House, sloganeering is not allowed. Secondly, making comments without the permission of the Chair is not allowed and if those things are going on record, this is not good.
HON. SPEAKER: Nothing had gone on record. I had already said that nothing would go on record.
SHRI M. VENKAIAH NAIDU: Madam, you try to understand our problem. The Chair says that nothing would go on record but the electronic media is covering it and the print media covers it subsequently. It has become a fashion to use everything for political advantage because some elections are going on.
It all happened during their regime and now they are calling it ‘match fixing’. Had they fixed the match earlier? Match fixing is done with regard to other issues. People are discussing about that and that will come out. Already a notice has been given and you were kind enough to admit it.
My submission is that it is an international Tribunal which has given an order. We are a democratic country and we have some understanding. A Tribunal at the Hague has given some order and the Supreme Court is going to be approached. What is the politics in this and what is match fixing? I am not able to understand.
SHRI TATHAGATA SATPATHY (DHENKANAL): Why are you going with Italy?
SHRI M. VENKAIAH NAIDU: We are not going with Italy. At no time, we have gone with Italy.
Secondly, my point is that making such unsavoury remarks that too by people who have so much experience in Parliament is not good. It should be removed from the records. From the Government side, we totally condemn this allegation.
HON. SPEAKER: Actually, I have already said that only the Member whom I permit would go on record. That is why, I had said that only the statement of Shri Baijayant Panda would go on record. So nothing else had gone on record.
Another thing is that we have made rules and according to rules when a Minister makes any statement no question is asked. That is the rule in Lok Sabha. That is why, I cannot help it. You can request for change in the rules and the Rules Committee may think about it.
SHRI BHARTRUHARI MAHTAB (CUTTACK): The matter which Mr. Panda raised relating to the display in tobacco products that went down the din. It is only on record.
HON. SPEAKER: The House has understood it. It is all right.
