(2)The Returning Officer shall decide all objections to his decision as well as all questions which may be raised as to the validity of any nomination, and his decision on any such question shall, subject to the provisions of rules 28 and 29. be final.N.B.-For contingencies that necessitate the declaration of candidates as elected immediately after the scrutiny of nominations see rule 19(1).
